Individuals with Disabilities Education Improvement Act (IDEA) Reports Beginning in 2007, the Individuals with Disabilities Education Improvement Act (IDEA) of 2004, has required that all states report information on each district’s performance in meeting specific early intervention and special education targets as outlined in individual state performance plans (SPP). The reports below allow local districts and communities an opportunity to see what’s working well in their special education and early intervention programs. The data also assists to identify what aspects of these programs are in need of improvement, or, have met state standards already. This process is somewhat similar to the Education Yes! accountability report cards that districts receive every year. 2007 is the first year of district level public reporting of this particular data. IDEA 2004 focuses on special education services through the student age of 21. The focus is on indicators for performance and compliance. This year, states are required to report special education indicators 1-6 and 12 based upon the data from the 2005-2006 school year.
